Maryland law waives deposits with proof of any assistance program or 12 months good payment history. My cousin showed her EUSP approval and Delmarva dropped the deposit. Apply for any program first. The site has a deposit waiver form by utility: https://www.utilityassistance.org/md/ – Delmarva page accepts EBT photo as proof. Fax with service app; deposit removed in 24 hours.
